Founded in 2011 as a fastener trading company, CONOSCO quickly gained customer trust through its high-quality products and services. The company soon expanded into contract manufacturing and OEM design and production. Mastering CBAM: Complex, Yet Value-Enhancing for Clients
CONOSCO serves a diverse client base spanning precision-driven electronics assembly, the automotive industry, as well as safety-critical sectors such as construction and machinery. Chen places particular emphasis on communication, noting that “understanding customer needs in full is the foundation for delivering truly precise, high-quality solutions.” This service philosophy extends across every stage of the transaction process. In 2025, as European clients began facing compliance requirements under the EU’s carbon tariff framework, CONOSCO responded without delay. The company promptly initiated internal planning, applied for CBAM (Carbon Border Adjustment Mechanism) consultation through the International Trade Administration under the Ministry of Economic Affairs, and engaged with expert advisors from the Industrial Technology Research Institute (ITRI). Through this process, it developed capabilities in interpreting CBAM regulations, compiling carbon emission data for raw materials, and completing reporting documentation.
“At first, it felt difficult and complex,” Chen recalls. “But with the guidance we received, once we were able to complete the reporting and meet our clients’ needs, it was a real relief.” Reflecting on the process, Chen acknowledges that while the regulatory framework was initially unfamiliar, the company remained committed to overcoming the challenges in order to ensure smoother and more reliable trade experiences for its clients.
Following CONOSCO’s engagement, ITRI’s expert team first assisted in reviewing its core export portfolio, clearly identifying which products fall within the CBAM scope for steel-related goods. Each product was systematically categorized, with detailed mapping of material sources, corresponding HS codes, and target markets. The team further clarified manufacturing processes to define precise emission boundaries for each export batch, ensuring completeness and accuracy in reporting.
To support implementation, a dedicated process carbon inventory framework was developed by the expert team, enabling systematic collection and management of carbon data across different materials and production stages, and establishing a consistent, traceable basis for reporting.
Through this CBAM guidance program, CONOSCO is now able to prepare annual carbon content data for its export products in a timely manner. The company has also developed the capability to independently manage carbon emission information and carry out CBAM reporting, these advancements not only provide reassurance to existing clients but also reinforce CONOSCO’s stability in the international market, laying a solid foundation for long-term sustainable competitiveness.
“Previously, my approach to environmental responsibility was quite simple—starting with everyday habits like recycling and reducing the use of disposable items. Through CBAM, however, beyond understanding the regulatory and reporting requirements, I’ve come to realize that the carbon costs imposed on our products are ultimately being reinvested into research and development for broader environmental initiatives,” Chen adds.

Beyond its European and North American clientele, CONOSCO has also successfully earned the trust of Japanese customers, known for their uncompromising standards and strong commitment to craftsmanship. “To break into the Japanese market, the only thing we can do is put ourselves in the customer’s shoes—if I were the customer, what would I care about most, and what kind of product would I want to buy?” Chen explains. “I’m truly grateful for the challenges our clients bring,” he adds. “They have become a driving force in my business. Through ongoing communication, we continue to innovate and improve.” Today, CONOSCO’s fasteners have successfully entered the supply chains of leading Japanese home appliance brands, with stable, long-term partnerships now in place.
Chen notes with a smile that client requests often begin with something remarkably simple—a hand-drawn sketch capturing their vision of the ideal screw. From there, the team works closely with clients to understand the application requirements, develops the necessary performance specifications, and coordinates with manufacturing partners to ensure precision in both quality and detail. “What kind of screw makes installation easier? Which design prevents cracking along the edges of wood? How can a screw enhance the overall feel of a product? These are the kinds of questions that constantly come to mind,” Chen reflects, “pushing me to observe more closely and think more deeply about the fasteners I encounter in everyday life.”
By integrating this spirit of innovation into both work and daily life, Chen continues to explore material properties and develop new technologies to enhance product performance. The company has also secured patents for its proprietary thread-cutting techniques. At the same time, CONOSCO has expanded its investment in manufacturing facilities to reduce communication costs, strengthen quality control, and shorten lead times, aiming to sustain high-quality production capabilities in an increasingly dynamic global market.

At the same time, we aim to continue developing new products and enhancing added value, so that our customers truly feel they are getting more than what they pay for.” Just as European clients are now required to comply with CBAM, CONOSCO has proactively invested in building its knowledge and capabilities in response.
